Not only does he often appear at the Judgment Branch 177 office in the Railgun, but he is also seen doing related work, so most readers and viewers think he is a member of Branch 177, but in fact, he is a member of Branch 003, which is affiliated with Tokiwadai Middle School .[48] Branch 177 is under the jurisdiction of Sakugawa Middle School, which Uiharu and Saten attend, and the high school, which Mii Konori attends, so there is no contact point in terms of business.[49] By default, Judgment is only responsible for security within its own school, so there is a problem with Kuroko's behavior as he frequently visits branches under the jurisdiction of other schools and is also involved in their work.[50] The description is that he comes in and out because he feels comfortable with his best friend Uiharu, whom he has known since his days as an apprentice at Judgment, and his senior, Mii Konori, who served as a gunner and guide during field training
