Actually, this sounds familiar While it's not quite the same thing as Dockside Extortionist , it definitely has a lot of similarities while also showing a more restrained design philosophy that's less exploitable
For upgrades, Id cut down on some of those and add more utility items
I imagine this commander often plays like a Storm deck, pumping mana into the second ability before finishing the table with a flurry of triggers from creatures like Firebrand Archer and Kessig Flamebreather

Archivist of Oghma Of all the hate cards Ive mentioned, I think Archivist of Oghma is by far the fairest one, as you get a card out of the deal without directly punishing an opponent
