Its attack trigger draws everyone a card, but it breaks that symmetry all on its own, because you get to investigate for every nonland card that gets drawn
If you cant use it, then its absolutely useless as it has zero Lore
The Rules Committee solution, however, wouldn't solve the issue at hand -- that WotC seems to be willingly and happily printing functionally unique cards and distributing them in a very exclusive manner
