If not Czech, it certainly was made by a quality glass maker. The vase is made of thick smokey topaz toned glass that is hand decorated with penguins. The penguins are quite wonderfully depicted, appearing quite animated and squawking at one another. They are rendered with what looks like stencilled white spray
