Perhaps the only thing keeping it in check is that you can still target a Green or Red spell on the stack with an Aether Gust and avoid getting blown out by Veil, since Gust doesnt actually counter the spell it targets

The card could be rare and ugly and still be a good investment, but the art on City is really cool
