You are right , who cares about a blastoise card, but that does not mean there is no pop control
Casting two spells in a turn is not a trivially easy thing to do, but on top of that the extremely wordy payoff that you get just amounts to nothing
your pack won't have too much room to move around excessively, but also enough room so you can easily slide your pack our of our TCG booster pack protector

You can only really expect 15% or so hits for a good turn one Chancellor which is why it isn't quite so great overall
