Why each of these

The uncommon is a 4-drop from one of the first expansion sets, and then you can spend a mana to pay two life and draw a card

Optimized decks can probably drop these in favor of more 1- and 2-mana acceleration, but these are still staple-status for casual Commander decks

The card has become a staple in Hammer Time, but hasnt seen too much play outside of that, other than in some fringe Blue-White Affinity decks and some Thopter Foundry builds
