I always said both of these cards being in white was probably the greatest unintentional political statement Magic ever did, showing both sides were "good", from a certain perspective
For best results, I would put Parting Thoughts in a deck with some counters of its own, so that it can also be a sort of Altars Reap (played in nearly five times as many decks)
It gives more velocity than Fable which is relevant in matchups such as Tron where you just need to kill them as quickly as possible
Older cards in limited quantities may be rarer and more valuable
The rarest card is, of course, the last one to be revealed
