You can pay two mana to activate his ability and make each player Mill a card

For the time being, there are a couple of good Apes and approximately one good Monkey so not a great tribe, although there are at least enough to make a deck if you want to go that route and not just mass Shapeshifters

Illusionists Bracers and Rings of Brighthearth let you get back two creatures on every activation, while reanimation targets like Grave Titan and Myr Battlesphere let you generate a ton of bodies from one trigger
