While they all have unique abilities, when you consider that we have cards like Teferi, Hero of Dominaria and Chandra, Torch of Defiance in Historic, most of the new Jumpstart: Historic Horizons planeswalkers just do too little and cost too much to take them seriously as competitive cards (although I am excited to build a Davriel, Soul Broker deck, mostly because I'm still not exactly sure what the card does)
The flexibility of a card that gives you some life and board presence early and becomes a finisher in the late game is worth a slot in lots of white decks
Legality depends on the tournament format -- Fear of Death can be legal in some formats and banned or restricted in others
While its plenty powerful, its the effect on perceived barrier-to-entry that really posed a problem because casual players watching Commander games in passing could reasonably assume that they needed hundreds (now thousands) of dollars in Power-9 mana as table stakes, just to join the format
