So you need to end up in situations where the 3 damage either wins you the game or you take down an important creature, but a lot of the time their important creature will be attacking you

For each fellowship vote, the voter chooses a creature they control

Lapis Orb of Dragonkind enters the battlefield untapped, adds colored mana that has no restrictions on its use, and actively rewards you with a solid scry effect for casting Dragons or Changelings with it

This way, when you cast your second spell each turn you can steal those cards from your opponents graveyards

If its power and toughness were a smidge stronger then Id rate it higher for being both removal and a threat to multiple colors, but as it is its much too situational to rank much higher
