Its a huge investment at 8 mana, but once it lands, its incredibly hard for opponents to deal with your board

The original card had "you draw two cards and lose two life", "destroy target creature," and "cast a spell without paying its mana cost." The last ability was both too powerful and not really black (black could cast a spell out of a graveyard)
I personally support this completely because its the perfect set for this treatment
In this card's case, this is - as the name would suggest - the chocobo chick of the character Szah
If such a commander existed, you could use your vast array of Plummet spells to keep the skies clear for your attackers, jump your own creatures to avoid enemy blockers, and then shoot enemy creatures without flying that would otherwise give you trouble into the sky so you can remove them
