Thats because token copies of double-faced cards dont have a back side to transform to, and without that clause a Frog Angel would just fail to transform over and over to make you unkillable
It wasn't creatures so much in aggerssive decks that were the problem, it was the equipment they would carry and so Vengeance carried a lot more stopping power than a Wrath
