Like the other Faithless Looting variants, the market average for this card is way behind the curve
A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn
It works particularly well in control decks that have plenty of ways to dig through their library, counter spells, and disrupt the opponent through cards like Blood Moon
Norin, Swift Survivalist is indeed a coward, running at the first sign of danger
I want to liken it to Brainstorm in this regard
This can also enable infinite mana and the like with cards such as Druids' Repository, or perhaps you'd like infinite turns instead (as long as you always have a way to put at least one counter back on)
