These duds are on the list because WotCs initial policy was to reserve a percentage of the rares from each new set, rather than hand-picking cards based on power or importance

As I mentioned before, it is possible to open alt-frame / alt-art cards in a normal booster box, but since we don't know the distribution of these cards, we can't really bake them into the expected-value calculation
