Even if you only have four colors or so when you cast it, it's still four Regrowth's in one spell
Blue and white fliers is a great archetypal build for Commander, and Dragonlord Ojutai really should be a fantastic budget inclusion in any of those lists

Prismabasher would fit best in a green-based fivecolor or multicolor domain style deck that consistently keeps 35 different colors of permanents on the battlefield, ideally alongside token generators so its Vivid trigger can act as a massive, gameending overrun effect the turn it enters
