It's just hard to get as excited about a one toughness Tim when a format is filled with a billion and a half removal spells in the common slot, and where you can already be at five life by the time your Tim becomes active
Unlike a regular set, with Jumpstart, you simply buy two packs, mix them together, and play
It asks that you pay just two life (if you dont have blue available), and it eats whatever gets pointed at your guy
Wizards deliberately leaves room in preconstructed decks for players to upgrade this drives singles sales and gives players a natural progression path
The Dance of the Elements deck is worth $53.50 according to TCPPlayer
Part of the reason Im being a stickler about this distinction is that there are actual MTG rules about what it means to move a counter, and some niche interactions pop up when you compare moving counters to removing a counter from one thing and putting a counter elsewhere. I can also see a future where we get rules text that references whenever you move one or more counters, which would require precise text on the card
