Urza's Command can drop the power of other player's dorks out of nowhere, make a Powerstone, make a tapped Construct token to win the game, and then scry and draw, so I think that the Construct and scry and card draw are the default here, and that's pretty good for four mana instant speed
However, in the right deck, this low-cost card could be a game-changer
If they critters hit, you get to put a +1/+1 counter on a creature you control
This gives the player an advantage in that their opponent is forced to either damage themselves or allow them to recast a potentially game-winning creature
