While it's not great as a Rogue Tribal commander since 1) it doesn't really support Rogue Tribal 2) its "roguejutsu" requires Zareth to be in your hand, not command zone, Zareth is still a great card in the 99 of Anowon, the Ruin Thief since his combat trigger is absolutely brutal, basically a more flexible Ink-Eyes, Servant of Oni trigger
Heavy/Light is decided per box: roughly the top third of a box's weights are Heavy matching the ~12 holos in a typical 36-pack box
Consulate Surveillance doesn't target and can affect any source, so it can stop damage from a hexproof or protection creature, or a burn spell aimed directly at you
But, Glarb makes them worth playing , especially thanks to their alternative casting cost

The margin for error is small while playing this deck, and the player must carefully consider each choice they make and the effect it will have on the rest of the game
