But, unlike that, this is Command Zone eligible and has another trigger option hence it hits higher

That's about par for the effect, I think, and also has the flipside of being a simple permanent when you cheat it in, so you can avoid the effect when don't want it and hit it with a random cheat effect

But it's an Ally, so it makes the cut
