Because the King Of Feral Imp's effect has no limit to the level of searched monsters, whoever played the card can add any powerful Reptile-type monster from their deck to their hand to get it out on the field faster than they would otherwise
Given how much the Pokemon TCG has, appropriately, evolved over the last few decades, you wont find these being used in decks in the present day, but of course thats generally not why fans get hold of them
