This card hasnt seen a lot of competitive play yet, but I wouldnt be surprised to see someone figure out a way to make it work

Anything that can destroy without targeting will kill hexproof cards

So I wouldnt recommend him as a commander for beginners, as theres nothing more disheartening to a beginner than not getting to play with your commander

This was Wizards waking up to the fact that planeswalkers didnt need to exemplify every aspect of their color, and that their time was better spent developing each characters identity and power set
