Cards like Sanctum Seeker , Bloodtracker , Timothar , and Glass-Cut Heart are all either slow effects that require multiple turns to pay off, cost way too much mana for too little effect, or both

Similarly, if a card became problematic over time, it could be moved to the Game Changer list, then re-evaluated for banning from there

Basically if the original card is legal, the promo is also okay to be played in that format

And that's before we even go looking for cards that break it like the nameless Elvish Archdruid or Gilt-Leaf Archdruid
