Even in the combat phase, my opponent cant declare those creatures as attackers in response

If you are launching a custom TCG, you shouldn't just print standard cards

Once youve done that, youll go to the deckbuilding screen, and the first thing it will ask you to do is pick your Commander, and it will display all of the available choices that you have available in your collection
