If an effect would put one or more counters on a permanent you control, it puts twice that many of those counters on that permanent instead. This is basically the perfect card for a Ghave, Guru of Spores deck, but it works in every +1/+1 counter deck too
If all targets for the chosen modes become illegal before the ability resolves, the ability won't resolve and none of its effects will happen
The OCG also has much wider access to powerful cards like Lightning Storm since the TCG often replaces these cards in structure decks with another less powerful card
