Cat Tribal isn't particularly powerful - especially not in Commander, where go-wide weenie decks just don't get you there, but you can do some dumb things with Felidar Guardian if you're looking for some infinite combos and they can potentially trigger this guy's token generation for infinite cat tokens
If that spell or ability later returns the card to the battlefield (as Static Prison might, for example), the permanent card will return to the battlefield as a new object with no relation to its previous existence
Even though the card has a decent secondary market value, this copy of Ice Storm could easily be the cheapest one on the market
This gives you less reason to keep the Plains because you want a density of threats to fight through a slower deck, and the game is also more likely to get to a point where you naturally draw seven lands over time
