Surely, 5-color commander players will be happy to get their hands on Timeless Lotus, but that means nothing for the overall MtG market
First its a shuffle effect, so even if we dont have Brainstorm we still have Mishras Bauble and Jace, the Mind Sculptor, as well as other not so great cards, but they are also a +1 card in the bin and a +1 type helps you both with Delirium and casting Delve spells, other than trying to not die to Blood Moon
The Release Notes include info about the release of a new set, as well as clarifications and rulings involving that set's cards
While I cant find anything confirming why this is, its likely because its on the Reserved List, so Wizards is hesitant to errata something they cant reprint
