The actual effect of the card isn't anything special (see: Sokka, Tenacious Tactician), it's really just a matter of whether rulebreaker truly breaks the card or not
Your hit in a deck with lots of fast mana and card draw will likely be better than if you target a player that was playing a boxed precon - but youre equally likely to just run into a counterspell (with no target), a combo piece that does nothing for you, or a card thats straight up worse than what you initially cast
Yeah, it cant drop below two cost, but it is +1/+2 over Myr Enforcer and conditionally unblockable
