Since you have access to blue, you get all sorts of control elements between counterspells, extra turn effects, and bonus card draw
So much so that it actually gives you a card each time you do it

I believe this came about because they wanted a mischievous creature on the back that punished the opponent for not having enough cards in their hand, and flavor-wise, that felt a lot like a faerie (it was an imp when it was on Equilor)
That all comes together to create a commander with a lot of different deckbuilding avenues, so expect brewers to latch onto this one
