I have played (on the draw obviously) Blackmail and had it be better than a Coercion (they had a land I could take!)
For example, in Urza's Destiny (the set where I was the entire design team), there were two different cycles that explored effects that scaled based on how many cards of a certain color were in your hand
Realistically, the player just before you in the rotation will get the most mana out of this, so if this gets blasted before coming back to you every player but you will have gotten more out of this than you, and this is something you risk pretty much every turn cycle
The first can't be targeted for destruction, and the latter can't be destroyed
While it isnt the dynamo that the original Trinket Thief is, this version of Tinybones remains a notable role player in a dedicated Tinybones + Skeletons Commander deck that focuses on making opponents discard a bunch of cards
