While only Birds of Paradise is a generic staple, the rest of the cards are staples in their dedicated decks (Lathliss in Dragons and Sliver Legion in Slivers)
So yes, we do try hard to make as many of the non-powerful rare cards as exciting as we can, but as rare tends to fill the narrow card niche, it means that a good portion of these narrow rares simply aren't going to excite the majority of the audience
