Pack Rat costs too much mana to do much of much, Dark Confidant and Co are all a little dangerous to throw in any old list, most of the rest are BB to play which leaves Heir and Carrier Thrall as the best on offer

In your aggressive decks, you should be able to easily satisfy this cards devotion with creatures like Blade Historian and aggressive permanents like True Conviction

And again, something truly powerful and special had to have been printed to keep it out of the top slot
