Unless players have cards that can instantly banish a character from play, Steel cards will be tough to get rid of, especially with some having the Bodyguard feature that draws challenges to them instead of more vulnerable characters
I would play this card even if it didn't have a level 3 ability, so the Gamble tacked on is just gravy
Perhaps even consider grading some of the more top end cards
