Combat Rules You can choose to skip your Draw Phase at the start of your turn, and if you do then multiple monsters can attack during your Battle Phase that turn, but if you do not voluntarily skip your Draw Phase then only 1 monster can attack during the Battle Phase

If its a permanent card, they put it onto the battlefield. Sure, its a little hard to predict, but that also makes for better Commander games, in our opinion
