Terrarion I hadn't realized that a big part of why newer Chromatic Sphere cards draw when the card goes to the yard rather than on the activation trigger is to avoid the issues of having card draw effect tied in to "split second" style mana abilities
Thankfully, Necron Dynasties does an excellent job hitting its goal: I count a whopping 56 cards that benefit the main Artifact theme -- 50 artifact permanents and 6 additional nonartifact cards that care about artifacts
It's unique control effect basically removes blockers from the game, except for Walls and creatures that got summoning sickness
In this Modern age of Magic set design, staying true to the flavor and story is very important to Wizards , which means if a card doesn't happen to be on theme for a set, it doesn't make it into the set, even if the card is potentially important for making Standard function as intended
In fact, there are games where Panopticon gets flipped, and it sticks because everyone wants a Howling Mine out for a few turns
