The HP is nice and there aren't many Grass types in the format that can do much damage, the retreat isn't too bad considering most Stage 2s have 3+ but it will take too long to power him up and there are other cards that could dish out damage faster such as Garchomp C X which can do 80 to anything on the field with Dragon Rush, will can be paid for in 1 turn (DCE + Energy gain) or Luxray GL LV.X, which can do 60 for an electric and an energy gain
The fact that the token production is used to invalidate or mitigate a lot of creature removal is just icing on the cake especially when you consider Wilhelts ability works with all Zombies, not just nontoken creatures like most effects in this vein
