Putting the creature on top of your library isnt much of a downside since you can just play this at the end of the turn before yours or even in your upkeep to draw the card straight away
To even be able to use her ability, she has to have canceled, sealed or ignored a Chaos Token beforehand during the current round, as a requirement to trigger her reaction: if she did, at the end of the turn, she can play an Insight or Spell event from the discard pile as a free action, at the cost of removing from the game the just-played card
