The creature does have to belong to the player you dealt damage to, which is one of its only limitations
This will be heavily abused in Commander and it will likely be the broken Esper Sentinel or Hullbreacher of this set
Time Walk seems to be the apparent winner
Don't forget that your commander is a 7/6 right out of the gate, and only needs to hit an opponent three times to knock them out with commander damage
