Stage One Pokmon cards are evolved Pokmon that often have a few edges over their previous evolutions
Powerbalance checks off all the relevant boxes for me: its a callback to an awesome card from years past, it forces interaction (in other words, makes me have to pay attention to the game), it gives you free stuff, and it allows for fun top-deck manipulation
Those who played back when it was legal know how often the game would revolve around a Prophet of Kruphix Recurring Nightmare The play pattern of repeatedly looping the same creatures, and without an interaction window because the returning of the enchantment is a cost, and the combo potential, leads to a card that is more likely to create harm and frustration than good
Seems to me like one of those is the larger threat, but hey
It should be kept in mind that Clefairy was initially intended by the developers at Game Freak to be the face of the Pokmon franchise before they ultimately settled on Pikachu
Shes a bit like a zombie wizard creature in that regard, but with a much lighter theme
