The obvious play is casting it during your opponent's combat to survive a lethal combat threat and blank the rest of their turn, but you can also cast it during your own combat to blank an overloaded Cyclonic Rift and exile it off the stack

It was not included even in the Japanese version of the set, as it was made by Wizards itself
That said, the card is still good but I would not pick it over non-condition cheap good removals
