It's a Pirate, which is great for those decks, and a Merfolk as well, for those that care about one of the first tribes in the game
With a few exceptions, nearly every major set released had a set of Commander decks to go along with them (and usually in batches of four)
Portal: Second Age (1998) has a lot simpler and straight-forward spell compared to the first Portal
I could have written just about these three cards, to be honest (and maybe I will, in the future), but theres something to be said for the sheer flexibility and potency of Dihada, Henzie and Raffine
The evasion is a stock requirement to even start the playability conversation as a control finisher
You might not have the speed to get quick kills, but you reliably get the mana you need on later turns
