So, while scalping appears to be the biggest problem (and also the most likely cause of the shortage), this likely won't go away until the high demand for Pokmon cards either goes away completely or goes down enough that it deincentivizes scalping

Massive Raid costs one more mana to cast, but upgrades to instant speed and the ability to target creatures in addition to players
