Loxi: This could be pretty neat as a flashback/"cast spells from your graveyard" commander, but I do agree that only once per turn makes this tricky if you don't have ways to copy the trigger, and at that point you're really jumping through some hoops
If however, you like the character, enjoy the artworks and potentially want something as an investment piece too, then collecting Charizard cards is worth it
Its also important to note that some older sets didnt have foiling since WotC only started printing foil cards in Februrary 1999 with Urzas Legacy

Part of me doesn't want to fall into the nostalgic trap of thinking Magic had an essence that is now being lost, but the other part knows if Wizards of the Coast is going to keep Universes Beyond legal in Standard, it could at least try harder to make the cards balanced
