You can make working decks without it, but if there's a better model for dealing with the Lapras ex event, we haven't seen it

I rate this as one of the best spot removal spells you can play in a UW based control deck behind only the premium one mana cards, Winds of Abandon, and perhaps Wingshards if you count that as spot rather than mass removal

The combo assembles on turn three or four in Pioneer with the right draw, and faster in Modern

Siege-Gang Commander 7.5 I am not a huge fan of five drop in these decks but I am more than happy to make exceptions for cards of this suitability
