Indeed, only two cards from the entire Dark Magician archetype have ever been playable (Red-Eyes Dark Dragoon and Magicians Souls) and one of those is completely banned in Master Duel

The Celebrations ETB is particularly special it includes the Surfing Pikachu VMAX and Flying Pikachu V

I really hope he continues on with Magic for the foreseeable future and gets the opportunity to flex his artistic muscles in all three of the styles in which he works

EDIT: I rewatched the video I linked above, and he does have some cards similar to yours at 15:07 - 15:20 (although his has two eyes, both at the top and bottom)
