The removal for those certainly exists as well, but is largely too clunky to be playable if your opponents are regularly casting one-drops
What you can do with it, though, is build your own Super Plague Wind: I'd also call it a staple in various artifact decks like the aforementioned Urtet, Karn, Legacy Reforged, and Urza, Lord High Artificer
This, combined with an explosion of different foiling techniques since 1999, has created a complex matrix where a cards value depends not just on its rarity, but its specific version and treatment
Cavalier of Night does this, but it requires a sacrifice to accomplish its job, with the upside that you get to return a creature with a mana value of 3 or less to the field when it dies
