This might not be an exciting card, but its worth considering for aggressive White decks in Standard, particularly if cards like Pack Leader can find slots to make this dog an even better attacker

They can be solved fairly easily, and, unless combined with the other half of their combos (proliferation of counters, Mycosynth Lattice, Wheel of Fortune), dont have a huge impact on the game for more than a couple of turns
These were a call back to the Titan cycle from M11
That said, Rampaging Ferocidon is now just another three-drop in a sea of good red three-drops, and you could just as easily end up wanting Goblin Rabblemaster, Goblin Chainwhirler, or no three-drops at all depending on how you build your red decks
Having jump-start on this card makes it especially powerful as you can essentially do a one-two punch with your strongest creature, which could potentially close out a game
