With the ability to slow any game down to a crawl, taxation effects give you some breathing room to build your board and survive for a bit longer
The foiling also goes in 1 direction and does not intersect itself
This probably makes it overly useful in Standard or Limited, but its Commander potential is huge, and I can see why it's been included in the Avengers Assemble precon
