At best, Chart a Course is a better Nights Whisper, as you dont lose two life for having the ability to draw two cards for two mana and the only extra price is being able to attack with a creature
Note that Kadena's Silencer only counters abilities , not spells, but countering a strong enters-the-battlefield ability happens often and should be good enough
