I can understand the impulse to use a fake $5 Underground Sea when the only other option available (thanks to the Reserved List) is a $2,500 playset of Underground Sea
That said, these narrow cases are still highly restrictive
The problem was that mana back then was nowhere near as generous in Standard, and in Extended where the Sliver decks came into their own they mostly proved too fast for the big old Queen even though the mana could usually handle it
Hitting any card, taking zero damage, and adding surveil 1 for a minor cost increase is well worth it
Outside of Mono-Red making a bit of a comeback, there were few surprises to be seen
